Determining the level of safety in an area is a prerequisite for making the national territory safer. In this context, the Ministry of Public Safety and Security announced a local safety index for all lo- cal governments in November 2015. The index quanti es the safety level of a given area, using of cial statistics collected by the gov- ernment in accordance with Article 66 of the “Framework Act on the Management of Disasters and Safety.” Speci cally, areas were categorized into ve safety classes by examining seven elds— res, traf c accidents, natural disasters, crimes, safety accidents, suicides, and infectious diseases. The percentiles of the ve safety classes are 10, 25, 30, 25 and 10, totaling 100.
